New bills to introduced in Monsoon Session of Parliament

The Monsoon Session will run for 19 working days. The government has listed new bills 17 to introduce during the session—three of the bills looking to replace ordinances recently. One of the ordinances presented on June 30 prohibits any trouble and strike by anyone engaged in the essential defense services.

The Centre is trying to introduce various new bills, including 3 to replace old orders, in the ongoing Monsoon Session of Parliament, start on a stormy note on July 19. At least 23 accounts have been listing by the Centre to be introducing in Lok Sabha during the upcoming session. Of these, six bills have already been initiating, and 17 will be a new ones.

To date, the Monsoon Session has witnessed noisy scenes with the opposition trying to disrupt the house proceeding on several critical matters, including the farmers' protest, Pegasus scandal, and fuel price rise.

For the Central government, which recently went through a significant reshuffle, the passage of 17 new bills is crucial. Three of the bills seek to replace old orders.

Essential Defence Services Ordinance of 2021 came in the background of the announcement by significant federations of the Ordnance Factory Board to go on an undefined hit from the later part of July to protest the government's decision to corporatize the Ordnance Factory Board. The Essential Defence Service Bill of 2021 has been list to alternate of old ordinance, as per Lok Sabha news issued on July 12.

Air Quality Management Commission in National Capital Region and Adjoining Areas Bill, 2021 is another measure that seeks to replace an ordinance.

According to the government, the ordinance provided a permanent solution. It established a self-regulated, democratically monitored mechanism for tackling air pollution in the NCR and adjoining areas rather than limited ad-hoc measures.

The Insolvency and Bankruptcy Code Bill 2021 seeks to replace an ordinance promulgated to provide the speedy, cost-effective, semi-formal, and less disruptive framework for insolvency resolution of corporate debtors in distress.

The Limited Liability Partnership Bill, 2021 aims to Limited Liability Partnership Act, 2008, to allow 12 compoundable offenses that trade-in with set and technical breach.

Pension Fund Regulatory and Development Authority Amendment 2021

This bill aims to change the Pension Fund Regulatory and Development Authority Act of 2013. As declared in Union Budget 2021, the government will separate the National Pension System Trust (NPS) from PFRDA for ensuing universal pension coverage.

The Coal Bearing Areas Amendment Bill 2021 aims to change the law related to acquiring land containing coal deposits. It seeks to allow the leasing of coal and mining rights to other companies, including ones in the private sector. The government aims to change the law related to the land acquisition that contains coal deposits through this bill.

The government has to list the Indian Antarctica Bill 2021 to the introduction in this session. The proposed bill looks to provide a harmonious policy and regulatory framework for India's Antarctica activities and provide national measures for protecting the environment of Antarctica's and associated ecosystem according to the Antarctic Treaty, as per details available in the Lok Sabha news.

The Petroleum and Minerals Pipelines Amendment, 2021: This seeks to make the system of laying pipelines for transportation of Petroleum and Minerals robust.

The government has also listed the Electricity (Amendment) Bill, 2021, to introduce in assembly. The planned amendments required de-licensing of the distribution business and bringing in competition.

The Trafficking of Persons (Prevention, Protection, and Rehabilitation) Bill 2021, listed for introduction, seeks to prevent and fight against the smuggling of persons, especially women and children. It aims to provide care, protection, assistance, and rehabilitation to the victims while respecting their rights, creating a supportive and protective legal, economic and social environment for them, and ensuring the prosecution of offenders.

Maintenance & Welfare of Parents & Senior Citizens Amendment 2019,
The National Institutes of Food Technology, Entrepreneurship and Management Bill, the Tribunal Reforms (Rationalisation and Conditions of Service) Bill, 2021, etc.
